    Probably not. Maybe he was just checking you were entitled to be there. I think he'd need a warrant if he wanted to do a search of any type. He'd probably need a proper copper handy,too.

    As long as he didn't urinate on your petunias he was probably ok.

    If in doubt - ask for an ID card and check with the local Police if the person is genuine, and get clarification of your question. Don't use tel number in the card - look up the telephone directory for local police number. I don't think a PCSO or Police is authorised to follow you into your front garden without offering an explanation. He/she should have the courtesy to explain the purpose.
